WhatsApp Business API in South Africa: What It Costs, How to Set It Up and How to Choose a Provider
WhatsApp Business API in South Africa: Meta's official rates from 1 October 2026 in dollars and rand, the setup steps and what to ask a provider.

The WhatsApp Business API, which Meta now calls the WhatsApp Business Platform, is the paid, programmable version of WhatsApp. It lets a South African business connect WhatsApp to a CRM, a team inbox, chatbots and AI agents, and send approved messages at scale. Meta bills per delivered message, and from 1 October 2026 it also charges for most customer service replies.
Most SMEs start on the free WhatsApp Business app. The API is the next step when several people answer chats, when software should reply after hours, or when you send updates to thousands of customers. Still deciding? Read our comparison of the WhatsApp Business app vs the API.
In short
- The API is reached through Meta's Cloud API, either directly or through a Business Solution Provider.
- Meta charges per delivered message, by category and by the recipient's country. For South African (+27) numbers from 1 October 2026: US$0.0379 per marketing message and US$0.0095 per utility, authentication or service message.
- Each business phone number gets 1,000 free service messages a month, and replies to people who arrive from a Click to WhatsApp ad fall in a free window.
- A new account can message 250 unique people per moving 24 hours outside open chats. Verifying the business is the usual first step to raise that.
- You need opt-in under WhatsApp's policy and, for marketing, consent under section 69 of POPIA unless the existing-customer rule applies.
What is the WhatsApp Business API?
It lets your software send and receive WhatsApp messages on a registered business number. According to Meta's platform overview, Cloud API covers messaging, calling and groups, and incoming messages reach your system through a webhook.
Two message types matter:
- Template messages are pre-approved messages in three categories: marketing, utility (order, account and appointment updates) and authentication (one-time passcodes). Templates are the only way to start a conversation. Meta says review "can take up to 24 hours".
- Non-template messages are free-form replies: text, images, documents, buttons, lists and WhatsApp Flows forms. You can only send them inside the 24-hour customer service window, which opens and resets each time the customer messages or calls you.
Categories decide price. Meta's template categorisation guide says a template that mixes an order update with a promotion counts as marketing, and that since 9 April 2025 a template submitted as utility but judged to be marketing is approved as marketing.
How much does the WhatsApp Business API cost in South Africa?
Meta charges per delivered message. The rate depends on the message category and the country calling code of the person receiving it. South Africa is a standalone market on Meta's rate card, so +27 numbers have their own rates. Meta publishes rates in 16 currencies and the rand is not one of them, so your rand cost moves with the exchange rate.
These are the South African rates from Meta's US dollar rate card, effective 1 October 2026, linked from its pricing page. The rand figures use R16.53 to the dollar, calculated from the European Central Bank's reference rates for 9 October 2026 (US$1.1206 and R18.5270 to the euro).
| Category | Used for | Meta's rate (US$ per delivered message) | Approx. rand |
|---|---|---|---|
| Marketing | Offers, launches, cart reminders | 0.0379 | R0.63 |
| Utility | Order, delivery and appointment updates | 0.0095 | R0.16 |
| Authentication | One-time passcodes | 0.0095 | R0.16 |
| Authentication-international | Passcodes from large foreign businesses to SA users | 0.02 | R0.33 |
| Service | Free-form replies inside the 24-hour window | 0.0095 | R0.16 |
| Meta Business Agent | Replies written by Meta's own AI agent | 2.00 per million tokens, about 4 to 5 US cents per message by Meta's estimate | about R0.66 to R0.83 |
Three changes took effect on 1 October 2026, according to the same page: South Africa's utility and authentication rates went up, service messages (free since November 2024) became chargeable, and utility templates sent inside an open customer service window are now charged too. Utility and authentication messages get volume discounts: for South Africa, the utility list rate applies to the first 100,000 messages a month, with lower tier rates above that.
What is still free
- Messages customers send you. Meta never charges for these.
- 1,000 service messages a month per business phone number. The allowance resets monthly and does not roll over. Meta warns that if your account has no payment method, service messages stop being delivered once the free tier is used.
- Click to WhatsApp ad conversations. If someone messages you from one of these ads on the Android or iOS app and you reply within the customer service window, Meta opens a free entry point window that may stay open for up to seven days. Marketing, utility, authentication and service messages in that window are free. Meta Business Agent messages are still charged.
A worked example
For example, a Pretoria dental practice with one number sends 2,000 appointment reminders (utility), 1,500 promotions to opted-in patients (marketing) and 3,000 service replies in a month. Meta charges 2,000 x US$0.0095 = US$19.00, 1,500 x US$0.0379 = US$56.85, and 2,000 billable service replies x US$0.0095 = US$19.00. That is US$94.85, about R1,568, before provider fees and tax.
How do you get the WhatsApp Business API?
The WhatsApp Help Center says you can access the platform directly or work with a Business Solution Provider. Either way, the steps look like this:
- Set up a Meta business portfolio in Meta Business Suite, or use the one that runs your Facebook and Instagram ads.
- Choose your route. Developers create an app in the Meta App Dashboard and select the WhatsApp use case. Most businesses instead sign up through a provider's onboarding flow.
- Pick a number. Meta's phone number rules say it must be owned by you, have a country and area code, and be able to receive an SMS or voice call. A number already on WhatsApp must be deleted from WhatsApp first, unless you use coexistence (below).
- Add a payment method in Meta's Billing Hub, or through your provider if it bills you.
- Verify your business. It is one of the routes to a higher messaging limit.
- Write and submit templates for the messages you will send outside the 24-hour window.
- Collect opt-in before you message anyone.
Coexistence lets you keep the WhatsApp Business app on the same number. Meta's coexistence guide says chats stay in sync between the app and the API, but throughput is fixed at 20 messages per second, broadcast lists are disabled and group chats are not synced. You need a provider that supports it.
How many messages can you send?
Meta's messaging limits cap how many unique people your business portfolio can message outside open customer service windows in a moving 24-hour period. New portfolios start at 250. You reach 2,000 by verifying your business, having your partner verify it, or delivering 2,000 high-quality template messages to unique users within 30 days. After that, Meta raises the limit automatically to 10,000, 100,000 and then unlimited if your quality stays high and you used at least half your limit in the last seven days.
Quality comes from how people react: Meta counts blocks, reports, mutes, archives and the reasons people give when they block you.
Do you need a WhatsApp Business API provider?
| Route | Best for | What to watch |
|---|---|---|
| Direct Cloud API | Companies with developers who want full control | You build the inbox, automation, template management and monitoring yourself |
| Business Solution Provider or platform | Teams that want an inbox, broadcasts and bot builders ready to use | Platform fees on top of Meta's rates, and who owns the account |
| Custom build on the API | Businesses that want an AI agent tied to their CRM and sales process | Scope, handover design and ongoing support |
Before you sign, ask any provider:
- Are Meta's message charges passed through at cost, and what is your fee? Get both in writing.
- Is the WhatsApp Business account in our business portfolio, and can we move providers later? Meta notes that a business still sharing an old partner's credit line may hit errors when it switches.
- Do you support coexistence with the WhatsApp Business app?
- How does a customer reach a person? WhatsApp's Business Messaging Policy requires prompt, clear and direct escalation paths when you automate.
- How do you handle our customers' personal information under POPIA?
If you want software to do the replying, see our guide to WhatsApp chatbots in South Africa. AmbitX builds on the platform too: Conversio is its AI sales agent on WhatsApp, which replies to leads, qualifies them and books appointments.
What do POPIA and WhatsApp's rules require?
Start with WhatsApp's rules. Meta's opt-in requirements say you must get opt-in before messaging people, clearly state that they are opting in to messages from your business, name the business, and comply with applicable law. Website, SMS, phone and paper opt-ins all qualify.
POPIA adds its own test for marketing. In a media statement on 21 April 2026, the Information Regulator quoted section 69: direct marketing by any form of electronic communication is prohibited unless the person has consented or is your customer under the conditions in section 69(3). You may ask a person for consent only once, if they have not already refused, and in the prescribed manner and form. The Regulator also said that someone who merely opted out cannot be treated as having consented.
Our checklist for POPIA compliance when your business uses AI covers the wider obligations, and Conversio's POPIA guide to WhatsApp marketing goes deeper on consent wording. Frequently asked questions
- How much does the WhatsApp Business API cost in South Africa?
- Meta charges per delivered message. Its rate card effective 1 October 2026 lists South African numbers at US$0.0379 per marketing message and US$0.0095 per utility, authentication or service message, about R0.63 and R0.16 at R16.53 to the dollar (ECB rates, 9 October 2026). Providers add their own fees.
- Is the WhatsApp Business API free?
- No. Messages customers send you are free, and Meta gives each business phone number 1,000 free service messages a month. Template messages are charged, and from 1 October 2026 so are service replies beyond the free tier. Replies to people who message you from a Click to WhatsApp ad fall in a free window.
- Do I need a provider to use the WhatsApp Business API?
- No. Meta lets businesses connect to its Cloud API directly, which needs a developer to build and maintain the integration. Most businesses use a Business Solution Provider or a software platform that adds a team inbox, automation, templates and support on top of the API.
- Can I keep my existing WhatsApp number on the API?
- Yes. You can delete the WhatsApp account on that number and register it on the API, or use a provider that supports Meta's onboarding for WhatsApp Business app users, which keeps the app working on the same number with chats kept in sync.
- How many WhatsApp messages can a new business send?
- A new business portfolio can send messages outside open chats to 250 unique people in a moving 24-hour period. Verifying the business can raise that to 2,000, after which Meta raises it automatically to 10,000, 100,000 and unlimited if message quality stays high and you use at least half your limit.
- Is WhatsApp marketing legal under POPIA?
- Section 69 of POPIA prohibits direct marketing by electronic communication unless the person has consented or is an existing customer under the conditions in section 69(3). WhatsApp's own policy also requires opt-in that names your business. Get your own legal advice for your specific case.
